New Collection Policy
The Hampton Park Board of Directors approved a new collection policy in February 2012 for homeowner dues and assessments. This policy becomes effective April 1, 2012. To review, please see file below.

Recreational/Play Equipment Update
Due to misunderstandings stemmed from the Architectural Standards and Guidelines regarding play equipment and the difference between permanent and portable, the Board of Directors is offering the following resolution: All homeowners that currently own some type of play equipment that is listed in section 32 of the Hampton Park Architectural Standards and Guidelines will be granted a period of amnesty. Any homeowner currently out of compliance with section 32 with have until Monday, September 1st (Labor Day) to submit an ARB form without a fee. Please see the attached document for more information. HOA Annual Meeting & Election - ELECTRONIC VOTING!

The Hampton Park HOA is offering a fast, easy way for homeowners to cast their ballots in 2012.

As a member of Hampton Park Community Association, a Virginia non-stock corporation the (“Association”), you are cordially invited to be present at the Annual Meeting of Members of the Association to be held at Cosby High School Forum (near the auditorium) 7:00 P.M., on March 27, 2012.  The purpose of the Annual Meeting is to review the past year's operations of the Association, discuss current projects and plans, and elect two members to the Board of Directors.

No Dumping Allowed!

Homeowners are prohibited from dumping leaves and debris in the common areas around their homes.

Please be advised - We have had several complaints from homeowners of residents dumping their leaves and yard debris in the common areas behind their homes and around the lakes areas.  This is strictly prohibited by the Homeowners Association, we will be monitoring the problem closely and will address each issue on an individual basis.

Standards & Guidelines - Tree Removal Reminder

Please be advised, if you wish to remove trees from your property you need to follow the Standards & Guidelines established by the ARB. For ease of reference, these guidelines have been reproduced below.

39. Tree Removal 

Preservation of natural features and the feeling of openness are key characteristics of Hampton Park. Vegetation characteristics of lots must not be altered by removal, reduction, cutting, or any other means without the prior written approval of the ARB. The Hampton Park Homeowners’ Association reserves the right to require replacement of any healthy trees removed without prior express approval of the ARB. 

39.1. Approval is required for removal of any live tree whose trunk is over six inches in diameter when measured at a point two feet above the ground. No prior approval is required for removal of dead or diseased trees. Storm damaged trees may be removed or trimmed without prior approval only where they constitute a threat to life or property. 

39.2. The stump of any tree located between the front plane of the house and the street shall be removed when a tree is removed. 

39.3. On corner lots, the stump of a tree located between the side plane of the house and the street shall be removed when a tree is removed. 

Proposals for tree removal must include the following:

1. A site plan with dimensions clearly indicating the locations of the trees to be removed.

2. A description of the general sizes and types of trees to be removed.

3. An explanation of the reason for the tree removal.

My wife Denise and I have two children (a son 15 and a daughter 12) and one dog.  We have been residents of Hampton Park since November 2004.  We have lived in numerous planned communities in Florida, Texas and Virginia.

·        22 years Sales / Finance (Operational Support, Project Implementation, Corporate Planning & Analysis) of a Fortune 200 company

My wife Cheryl and I have been married for about 21 years and have lived in Hampton Park since August 2005 when we relocated from Pittsburgh. We have four daughters Carson, 16, Jordan, 14, Megan, 13, and Lauren, 10.

Spring T-Ball has been canceled and we will try again this fall. Registration payments will be returned to residents from their original sources.

Resident red pool passes are PERMANENT and if lost or disposed of can be replaced for a $5.00 fee.

KlikNPay Notice

INFORMATION FOR HOMEOWNERS WHO USE COMMUNITY GROUP AUTOMATIC DEBIT:

Klik Technologies recently made a change in the process for payments through KlikNPay.  The transaction description that normally appears on the homeowner’s  bank statement telling them the purpose of the debit to their bank account was altered somewhat.  It was previously Hampton Park HOA.  The description is now “KNP Holding”.  This has caused some owners to call their bank inquiring about the origin of the debit to their bank account.  All of these inquiries have been addressed.  This description will be changed going forward so as to be more accurate and descriptive of the transaction for the payer’s use and understanding.  The new description on the bank statements will be “ KLIKNPAY.COM PMT”.  We apologize for any confusion this change of description may have caused.  If you have any questions, please contact Community Group, Member Services, 270-1800.

New Collection Policy

Effective with the April 1st HOA dues, a new policy was established for payment. Notice was sent out with the Annual Meeting Notice in March. Please read this letter from our Board President, Rob Campbell, which explains the rationale behind the enactment of this new policy.

New HOA Collection Policy dated March 9, 2012

Neighbors,

The Board of Directors works diligently to ensure the safety and soundness of our Community, both physically and financially. Each year over the past five years (and through this recession), we have approved and maintained a balanced budget prior to the start of the new fiscal year. In 2007, we adopted a budget based on a quarterly assessment of $205 per household with the express intent to maintain that fee for a period of four years. We exceeded our goal as the 2012 budget was again approved at the same $205 rate – NO change for five straight years. This goal was also accomplished while having to write-off tens of thousands of dollars annually in uncollectable debts, namely due to an increase in bankruptcies and foreclosures.

As of April 20, 2012, there is currently $55,418.00 in total delinquencies.

This is not an anomaly, rather it has become the norm. The Board of Directors understands that everyone has different circumstances and as such, offers to work with homeowners who fall behind in their assessments. Our communications clearly state that we are willing to accept payment plans to help ease the financial strain on Residents if they are struggling. It is simply up to the homeowner to call the Community Manager to arrange the details. Additionally, we understand that many people choose not to use the automated payment option and sometimes fail to submit their payment in a timely manner. Our unwritten policy has been, and will continue to be that we will waive up to one late fee per calendar year. Again, it is the Resident’s responsibility to call or email the Community Manager to request the waiver.

Over the past several years, we have witnessed a steady increase in the delinquency balance. In light of this, at the February 2012 HOA meeting, we adopted a change in the Association Collection Policy. Beginning April 1, 2012, accounts not paid by the 15th day of the quarter shall be assessed a late fee. Assessments have always been due on the 1st day of the quarter – the new change merely provides for a 15 day grace period as opposed to the previous 30 day grace period. A formal communication detailing the new policy was mailed to ALL homeowners along with the Annual Meeting and Election notice on March 9, 2012.

The new Collection Policy is also published on the HOA web site at: www.hamptonparkonline.com. Enter “assessment” in the search window at the top right corner of the home page.

Our Community is approximately a $700,000 per year corporation. Your Board of Directors is a Team of business Leaders who volunteer to serve and carry the responsibility of maintaining Hampton Park as a great place to call home. In order to continue successful business operations, we sometimes have to make hard calls for the betterment of the neighborhood, in its entirety. This change represents just one of those decisions.

The HOA Board of Directors recognizes that some of you may not agree with all of our decisions. We simply ask for your support – and participation. We are ultimately here to serve You and we likewise are impacted by these decisions.

The HOA Board of Directors meets the second Tuesday of each month at the Festival House at 6:00 PM. Our next meeting is scheduled for May 8th. We always allow time for homeowner comments at the beginning of the agenda and welcome you to attend.

Earthquake Preparedness

Earthquakes can happen at any time. ReadyVirginia.gov has put together some tips and provided website information on how to be better prepared in the event of an earthquake.

Are You Ready to Ride Out an Earthquake?

As we learned Aug. 23, 2011, in Virginia, devastating earthquakes can happen without warning.  Do you know what to do?

 

Families and businesses should prepare ahead of time:

  • Securely fasten shelves to walls.
  • Keep large or heavy objects on lower shelves.
  • Secure your water heater by strapping it to wall studs and bolting it to the floor.
  • Keep toxic and flammable items securely stored in cabinets with doors and latches.
  • Learn how to turn off electricity, gas and water.
  • Be ready to be self-sufficient for at least three days.  Have basic supplies on hand.

 

During an earthquake:

  • Stay indoors! The greatest danger is directly outside buildings due to falling debris.
  • Get under heavy furniture such as a desk, table or bench.  Crouch down and cover your head and neck with your hands and arms.  This is the best protection.  Remember: Drop, Cover and Hold! Get a poster here: http://www.vaemergency.gov/sites/default/files/DropCoverHoldposter.pdf
  • Stay away from large windows, mirrors and other glass.
  • If you are in a high-rise building, stay away from outside walls.  Get under a table.  Do not use elevators.
  • If you are already outside, get into an open area away from buildings, power lines, trees, overpasses and bridges.
  • Expect aftershocks.  Smaller quakes – and sometimes larger ones – often follow hours or days after the first shake, causing more damage to weakened buildings and structures.

 

After an earthquake:

  • Check for gas leaks.  If you smell gas or hear a hissing or blowing noise, open a window and leave the building immediately.  Turn off the gas at the outside main valve, if possible, and call the gas company.
  • Turn on your battery-powered radio for instructions from your local officials and news reports from your local media.
  • Check your building’s foundation, roof and chimneys for cracks and damage.

DUNK HUNGER:
Hampton Park HOA and the HP Hammerheads Swim Team are partnering up to support FeedMore.org.  There is a campaign underway called "Dunk Hunger" where residents and the swim team are raising money and donating non-perishable items to the food bank for hunger relief.  You can drop off items at either pool location, we have a blue container at Celebration and a green one at Festival with the "Dunk Hunger" poster on each.  Items will be collected frequently, so please bring them as often as you can.  This is a charity fundraiser and a friendly competition with other area swim teams.  To donate directly or for more information, visit the website at www.FeedMore.org.

 

Vandalism Alert - Festival House!

Chesterfield County Police Department and Crime Solvers are currently seeking information on two teenagers who vandalized Festival Park on July 13th, 2012 at approximately 3:00 am.

 

On July 13th, 2012, at approximately 3:00 a.m., two young men who appear to be teenagers vandalized the common areas around the clubhouse at Festival Park, causing extensive damage to video surveillance cameras and over $1,100 in repairs and clean up to Skip Rock Express and the playground.  After filing a police report, and with extensive review and consultation by the Board of Directors at Hampton Park, the decision was made to provide the community with some photographs in the hopes of gaining additional information on these two individuals.  More pictures can be obtained by contacting the On-Site Manager.
We have taken the extra step of contacting Crime Solvers to initiate a request for help.  If you, or anyone in your family, has any information that may prove beneficial we would appreciate you contacting Crime Solvers at (804) 748-0660.  The Board of Directors is offering a $250 reward for information that leads to an arrest, but you must go through the Chesterfield County Police Department at (804) 748-1251 or Crime Solvers.

Luminary Night

A charming Hampton Park tradition continues on Saturday, December 8th.

Celebrate a fun and lovely tradition in our neighborhood by purchasing luminary kits for your front yard, driveway and sidewalks.  This is a fantastic display throughout Hampton Park, with families lighting their candles at dusk to create an elegant display and unique sense of community spirit.  Each kit is $5.00 and contains 8 candles, 8 bags, sand and instructions.  For more details, an information sheet & order form can be obtained by contacting me at hamptonparkmgr@verizon.net.  I will also be sending out an email announcement early this week with the form attached.  Checks are made payable to BSA Troop 2860 and payment drop off is available in two locations: Michelle Puletti's, 8236 Hampton Arbor Circle or Steve Mulloy's, 16337 Hampton Glen Lane.

December Board Meeting - Canceled!

The Board has canceled the December meeting and will reconvene in January.

The Board of Directors meeting scheduled for December 11th, 2012 is canceled.  In light of the busy holiday schedule, the Board has chosen to reconvene in January. Mark your calendars for January 8th, 2013 at 6:30 pm if you would like to attend.

Warning - Stay off the Ice!

Please take proper precautions as temperatures plummet.

In our area, iced-over ponds can be very unsafe for the simple fact that it does not get cold enough or stay cold enough for sufficient safe ice to form.  In addition the Hampton Park ponds are storm water retention ponds and are susceptible to heavy flows.  While there might be ice on the pond, a little bit of rain or snow can weaken the ice.  Runoff can contain salts and sand from road treatment that will also weaken the ice.   Keep your kids safe and warn them of the dangers of attempting to walk on ice on the pond.

2013 Pool Season – Outside Pool Memberships

In 2010 the Department of Justice revised regulations implementing the Americans with Disabilities Act for Title II (State and Local Government Services) and Title III (Public accommodations and commercial facilities).  These changes affect swimming pools and are intended to ensure that people with disabilities can enjoy the same activities as everyone else.  These regulations were to take effect in 2012 but were deferred to 2013.

Title III of the ADA requires that places of public accommodation remove physical barriers in existing pools to the extent that “it is readily achievable” (i.e. easily accomplishable and able to be carried out without much difficulty or expense).

The standards establish two categories of swimming pools:  large pools with more than 300 linear feet of pool wall and smaller pools with less than 300 linear feet of pool wall.   Large pools - both Celebration and Festival pools meet this requirement - must have two accessible means of entry, with at least one being a pool lift or sloped entry.

Since Hampton Park has been selling outside memberships to neighboring communities for the past few years, under the current guidelines we are considered a place of public accommodation and would have to make our pools handicapped accessible.  Hampton Park pools would require lifts and accessible stairs at a cost of $22,000-$25,000.  Sloped entries would require major renovations to both pools at a minimum cost of $40,000 per pool.

Consequently, the Hampton Park Board of Directors has decided that beginning with the 2013 pool season outside memberships will no longer be offered, as we are only required to provide accessibility as long as we sell outside memberships. The income earned from the sale of the memberships will not offset the installation and maintenance costs of the lifts and stairs.  The other consideration is that Harper’s Mill is expecting to build its own pool and the income currently realized from those pool memberships could disappear in the near future.  The Board also felt that the installation of the stairs and lifts would create logistical problems on both pool decks and an unsafe swim environment.

The Board has made this difficult decision with the guidance of an attorney.  The new ADA guidelines are still under review and further rulings may come from the Department of Justice that might require the Association to re-address this issue in the future.

HPMC Pool Towel Contest

A contest sponsored by the Hampton Park Men's Club for middle and high school students - design a pool towel to be sold in HP for the 2013 season. Proceeds to benefit JDRF.

Calling all  Middle and High School students!  The Hampton Park Mens Club wants you to create a design for a pool towel for Hampton Park. HPMC is sponsoring a contest to find the best design for a pool towel and we want you to be involved.

Todd and his wife Diana have lived in Hampton Park with their two children, Haley (12) and Austin (9) since October 2003.  Prior to that, they resided in South Carolina.  Todd spent his childhood in southeastern Ohio.

Education:

  • BS, Mechanical Engineering – Purdue University
  • MBA – Duke University

Relevant Experience:

  • Twenty years in various manufacturing and business roles with DuPont.  Currently responsible for program direction and market development of ballistic protection systems to the US Military and civilian first responders.
  • Nineteen years as high school and college basketball referee, nine of those years at the NCAA Division I level.
  • Past President and current member of Hampton Park Men’s Club.

Current and prior work responsibilities have included supervisory roles, operations management, project management, team leadership and business development.  My experiences as a basketball official have always complimented and strengthened my work performance through rapid situational assessment, strong decision making skills, teamwork toward a common cause, personal approachability and conflict resolution.  I intend to continue to utilize these strengths toward the betterment and continued improvement of our neighborhood, capitalizing on the solid framework already in place and adapting to our future needs.

My wife Julie and I have a son and daughter (11 and 3) and have been residents of Hampton Park for 7 years.

My name is Earnest C. Wilson Jr.  , but I go by E.C.  I am a native of Roanoke Virginia and have been here in Chesterfield, Virginia just over two years.  I moved here because of a job in medical sales.  I have been married 13 years to Dawn Wilson and I also have three children, (Mekayla 8, Mekhi 5, and Mehloni 2).

To give a little background about myself, I have been in medical sales for the last ten years.  Was recognized as the number #1 Sales Representative in the United States in the Urology sales field.  Before getting in medical sales I was a national manager for Allstate in Roanoke, Virginia where a national processing center is located.  In this capacity, I had the ability to travel back and forward to Northbrook IL, at Allstate’s Headquarters.    Before Allstate, I was in Law Enforcement/ Department of Corrections.  Needless to say, I have had experience in array of fields.

In Roanoke Virginia I was on the board of director for Family services of Roanoke Valley, which served City of Roanoke and the outlying cities for counseling and resources for elderly which may involve counseling and even donating ramps at the homes of the elderly that may not be able for afford.  I was also on the board of Directors for North west Child development fund, where this is a daycare but has the ability to adjust payments, based on income potential for families.   I served as a Neighborhood consultant for the city of Roanoke which coordinated with neighborhood watch programs through out the city and made decisions on new development within the city limits.  Was sworn in by Roanoke City Counsel with eight others in this capacity.

The Board of Directors HOA meeting is held the 2nd Tuesday of every month. The next meeting is June 11th at 6:30 pm. Residents who wish to participate are welcome to attend. You are given a few minutes at the beginning for homeowner comments, after which you may stay and observe. Meetings are held at the Festival House located at 8201 Hampton Green Drive.

Open Letter to Homeowners from your HOA Board

There has been an increasing amount of speculation and misinformation presented in both the news media and social media over the last two days.  In an effort to correct this, the Board of Directors (“Board”) for the Hampton Park Homeowners Association (“HOA”) will present information from the June HOA Meeting, outside our normal process, as well as other facts confirmed from external sources regarding the legal issues at hand.  The intent is to provide our homeowners and residents with the truth about the involvement of the Board concerning two matters being openly discussed.

 

The June HOA meeting provided Homeowners and Residents the opportunity to voice comments and submit proposals for both situations discussed below.  Several people were in attendance to take advantage of this opportunity to provide input to the decision making process.  To start the meeting, the Board offered condolences to the friends and family of Cal Reilly.  The Board urged those having difficulty with the situation to seek guidance through school, church or professional resources.  It was also indicated at that time the Board and HOA only has responsibilities set forth in guidelines of the charter regarding the policy, operations and maintenance of Hampton Park.  Further, the Board makes decisions based on requirements, needs and proposals within these guidelines.

 

 

Vandalism of the Otterdale Tunnel

 

The tunnel under Otterdale Road is owned by VDOT but entrusted to the care of Hampton Park for regular upkeep and maintenance as related to vandalism and graffiti.  Hampton Park therefore becomes responsible for the sidewalk, entryways and tunnel walls.

 

The Board today discussed the situation surrounding the summons and detainments of those accused of vandalism with the Commonwealth’s Attorney.  They confirmed information that was presented to the Board prior to the June HOA meeting.  The facts of this situation are:

 

  • A passerby called the Police during the initial interaction between the accused vandals and law enforcement.  No member of the Board or Staff was involved.
  • The vandalism is and has always been a Police matter. It was not a Board decision to “press charges,” “continue the investigation” or make a judgment that the damage warranted felony status.  Concerns and questions should be directed to the law enforcement agencies handling these cases.
  • The Police did not previously and have not at this point provided names of any accused offenders to the Board.
  • The Investigating Officer asked the Board if they would like to provide any comments or input toward the situation.  Taking into consideration the comments of those in attendance at the June HOA meeting, the Board responded to the Investigating Officer with a recommendation for a non-criminal punishment option that included full restitution to the HOA.  Since the situation is on-going, no further details will be provided.
  • The recent warrants were issued by the County Magistrate based on evidence presented to the Magistrate.  The Board or HOA did not create or generate any of the charges against the accused.

 

 

Restoration of the Otterdale Tunnel

 

As the HOA is responsible for the upkeep and accessibility of the tunnel, restoring it to a useful state was necessary.  The safety of those using the tunnel, as well as a need to remove the vulgar words, distasteful drawings and pornography that accompanied the more heart felt and touching sentiments, were important aspects when rendering a decision on the restoration.

 

There were many comments from those in attendance at the June HOA meeting concerning when and how to clean up the tunnel.  In order to help make a fully informed decision on timing of the restoration, the Board also sought guidance from the American Foundation for Suicide Prevention.  In their publication, “After a Suicide: A Toolkit for Schools,” they note that classmates often create spontaneous memorials.  They also indicate the need to restore equilibrium and avoid any type of glamorization of the death.  Further, they recommend that memorials be time-limited, suggesting five days or until the funeral.  In this case, the memorial was left alone for two weeks, after both the funeral and graduation were complete.  Notification of the restoration work was provided to Homeowners and Residents to allow any special items to be retrieved prior to the clean-up.

 

A licensed, bonded contractor was hired to do the tunnel restoration at a cost of $1500.  The Board uses only licensed, bonded contractors for all work in order to get maximum benefit at the lowest risk for Hampton Park.  Several Homeowners commented during the June HOA meeting that those responsible for the vandalism would clean up and repaint the tunnel on June 29, 2013.  This request was never accepted.  In fact, the Board specifically indicated they did not want anyone trying to remedy the state of the tunnel on their own.  Homeowners or non-homeowners create a liability situation and therefore, could not be considered.  This option does not provide Hampton Park with a guarantee of quality or warranty of workmanship as a regular contractor provides.  The use of a contractor does allow for the right materials to be used correctly for each repair situation.

 

The information presented here represents the comments of the Board regarding these matters for understanding by the Homeowners and Residents.  Nothing additional or different will be provided to external media sources.

Luminary Night

Luminary Night is a much anticipated and charming tradition during the holiday season for Hampton Park.  On Luminary Night, homeowners place white paper bags containing small candles along front yards, driveways and sidewalks.  At dusk, approximately 5:00 pm, the candles are lit presenting an elegant display of holiday illumination and community spirit.  Join us in celebrating the magic of this time.

Kits are $5.00 apiece and include 8 candles, 8 bags, sand and instructions.  Pick-up will be held Sunday, December 15th, from 12:00-4:00 pm under Skip Rock Café.

Super Bowl Tailgate & Chili Cook-Off

The fifth annual Super Bowl Tailgate and Chili Cook-Off sponsored by Hampton Park Men's Club.

Dear Hampton Park Homeowners:

 

 

Spring officially began Thursday, March 20.  This season is most often associated with new beginnings as trees and plants start to bloom.  In addition to nature’s renewal, Hampton Park is also undergoing its own restart.

On Friday, March 14, Carolyn Grimes worked her last day for Associa/Community Group.  Carolyn enters retirement having spent the last seven years assigned to Hampton Park as our Off-Site Manager.  Carolyn has been instrumental in providing support, guidance and continuity during her tenure with Hampton Park.  Her presence and commitment to our neighborhood has been invaluable.

Along with Carolyn’s retirement, Lisa Wagner has resigned as the Hampton Park On-Site Manager.  However, she is not leaving us.  Lisa has been hired by Associa to be Hampton Park’s Off-Site Manager.  The same service and reliability that has benefitted you as homeowners will continue, just in a different capacity.

Concurrent with Lisa’s move, we are happy to welcome Taylor McComb to Hampton Park.  Taylor will join us full time starting in May.  Until then, she will work part-time on Fridays and some Saturdays.  Between now and then, the Fun House will be staffed on Tuesday through Thursday between 9AM and 4PM by Lynne Prestage.  Lynne is employed by Associa and is a former community manager.  Her assistance during our transition is very much appreciated.

 

To recognize Carolyn and her service to Hampton Park, the Board is hosting an event on Saturday, April 5, from 1PM to 4PM at Festival.  We invite the neighborhood to drop-in to thank Carolyn and wish her well in retirement.  You can also congratulate Lisa on her new post and welcome Taylor to Hampton Park. We will have refreshments available as well as activities for the kids.  Further information and reminders will be provided on the website and through email as we get closer to April 5.  I look forward seeing each of you there.

$5 per person is the suggested donation to participate and all money goes to the Juvenile Diabetes Research Foundation.

 

Prizes awarded to every child that participates. Please arrive between 9:45 and 10:15 to sign in and found your spot. The derby starts promptly at 10:00!

Otterdale Road Closure

Traffic Alert

South Chesterfield- The Virginia Department of Transportation(VDOT) will close Otterdale Road(Route 667) in Chesterfield County beginning Tuesday, May 31 for a developer road widening project. The road will be closed to through traffic between Hull Street Road (Route 360) and Hampton Park Drive through late summer.

While school is in session the Celebration Pool is closed Monday- Thursday

Friday & Saturday, 10-7PM; Sunday-Thursday, 10:00-8:00PM

Funhouse Open 11:00am-7:00pm Every Day During Pool Season

While school is in session the Festival Pool Summer Hours are 3:00 pm- 8:00pm

Pool Rules:

-No children taller than the gate are permitted in the baby pool. All children in the baby pool must be supervised.

-The pool must be cleared for 30 minutes if there is thunder. Everyone must evacuate the pool deck.

-The pool will close if the lifeguard cannot see the bottom of the pool.

-Pool closure due to weather will be determined by an on-site personnel in accordance with Douglas Aquatics.

 

Lost & Found

-All items found at the pool will be held for 2 weeks. After two weeks, those items are subject to donation at the discretion of Hampton Park Management.

-All pool toys left behind will be placed in a bin for use at the pool.
