<p>As we learned Aug. 23, 2011, in Virginia, devastating earthquakes can happen without warning.  Do you know what to do?</p>
<p> </p>
<p><b>Families and businesses should prepare ahead of time:</b></p>
<ul>
<li>Securely      fasten shelves to walls.</li>
<li>Keep      large or heavy objects on lower shelves.</li>
<li>Secure      your water heater by strapping it to wall studs and bolting it to the      floor.</li>
<li>Keep      toxic and flammable items securely stored in cabinets with doors and      latches.</li>
<li>Learn      how to turn off electricity, gas and water.</li>
<li>Be      ready to be self-sufficient for at least three days.  Have basic supplies on hand.</li>
</ul>
<p> </p>
<p><b>During an earthquake: </b></p>
<ul>
<li>Stay      indoors! The greatest danger is directly outside buildings due to falling      debris.</li>
<li>Get      under heavy furniture such as a desk, table or bench.  Crouch down and cover your head and neck      with your hands and arms.  This is      the best protection.  <b>Remember: Drop, Cover and Hold! </b>Get      a poster here: <a href="http://www.vaemergency.gov/sites/default/files/DropCoverHoldposter.pdf">http://www.vaemergency.gov/sites/default/files/DropCoverHoldposter.pdf</a> <b> </b></li>

<ul>
<li>Stay      away from large windows, mirrors and other glass.</li>
<li>If you      are in a high-rise building, stay away from outside walls.  Get under a table.  Do not use elevators.</li>
<li>If you      are already outside, get into an open area away from buildings, power      lines, trees, overpasses and bridges.</li>
<li>Expect      aftershocks.  Smaller quakes – and      sometimes larger ones – often follow hours or days after the first shake,      causing more damage to weakened buildings and structures.</li>
</ul>
<p> </p>
<p><b>After an earthquake:</b></p>
<ul>
<li>Check      for gas leaks.  If you smell gas or      hear a hissing or blowing noise, open a window and leave the building      immediately.  Turn off the gas at the      outside main valve, if possible, and call the gas company.</li>
<li>Turn      on your battery-powered radio for instructions from your local officials      and news reports from your local media.</li>
<li>Check      your building’s foundation, roof and chimneys for cracks and damage.</li>
</ul>

    <description>Effective with the April 1st HOA dues, a new policy was established for payment.  Notice was sent out with the Annual Meeting Notice in March.  Please read this letter from our Board President, Rob Campbell, which explains the rationale behind the enactment of this new policy.</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>New  HOA Collection Policy dated March 9, 2012<br /><br />Neighbors,<br /><br />The Board of  Directors works diligently to ensure the safety and soundness of our Community,  both physically and financially. Each year over the past five years (and through  this recession), we have approved and maintained a balanced budget prior to the  start of the new fiscal year. In 2007, we adopted a budget based on a quarterly  assessment of $205 per household with the express intent to maintain that fee  for a period of four years. We exceeded our goal as the 2012 budget was again  approved at the same $205 rate – NO change for five straight years. This goal  was also accomplished while having to write-off tens of thousands of dollars  annually in uncollectable debts, namely due to an increase in bankruptcies and  foreclosures.<br /><br />As of April 20, 2012, there is currently $55,418.00 in  total delinquencies.<br /><br />This is not an anomaly, rather it has become the  norm. The Board of Directors understands that everyone has different  circumstances and as such, offers to work with homeowners who fall behind in  their assessments. Our communications clearly state that we are willing to  accept payment plans to help ease the financial strain on Residents if they are  struggling. It is simply up to the homeowner to call the Community Manager to  arrange the details. Additionally, we understand that many people choose not to  use the automated payment option and sometimes fail to submit their payment in a  timely manner. Our unwritten policy has been, and will continue to be that we  will waive up to one late fee per calendar year. Again, it is the Resident’s  responsibility to call or email the Community Manager to request the  waiver.<br /><br />Over the past several years, we have witnessed a steady increase  in the delinquency balance. In light of this, at the February 2012 HOA meeting,  we adopted a change in the Association Collection Policy. Beginning April 1,  2012, accounts not paid by the 15th day of the quarter shall be assessed a late  fee. Assessments have always been due on the 1st day of the quarter – the new  change merely provides for a 15 day grace period as opposed to the previous 30  day grace period. A formal communication detailing the new policy was mailed to  ALL homeowners along with the Annual Meeting and Election notice on March 9,  2012.<br /><br />The new Collection Policy is also published on the HOA web site at:  <a href="http://www.facebook.com/l/JAQEXh6q_/www.hamptonparkonline.com">www.hamptonparkonline.com</a>.  Enter “assessment” in the search window at the top right corner of the home  page. <br /><br />Our Community is approximately a $700,000 per year corporation.  Your Board of Directors is a Team of business Leaders who volunteer to serve and  carry the responsibility of maintaining Hampton Park as a great place to call  home. In order to continue successful business operations, we sometimes have to  make hard calls for the betterment of the neighborhood, in its entirety. This  change represents just one of those decisions.<br /><br />The HOA Board of Directors  recognizes that some of you may not agree with all of our decisions. We simply  ask for your support – and participation. We are ultimately here to serve You  and we likewise are impacted by these decisions.<br /><br />The HOA Board of  Directors meets the second Tuesday of each month at the Festival House at 6:00  PM. Our next meeting is scheduled for May 8th. <p><strong>Klik Technologies recently made a  change in the process for payments through KlikNPay.  The transaction description that  normally appears on the homeowner’s  bank statement telling them the purpose of  the debit to their bank account was altered somewhat.  It was previously Hampton  Park HOA.  The description is now “KNP Holding”.  This has caused some owners to  call their bank inquiring about the origin of the debit to their bank account.   All of these inquiries have been addressed.  This description will be changed  going forward so as to be more accurate and descriptive of the transaction for  the payer’s use and understanding.  The new description on the bank statements  will be “ KLIKNPAY.COM PMT”.  We apologize for any confusion  this change of description may have caused.  If you have any questions, please  contact Community Group, Member Services,  270-1800.</strong></p>

<p>39. Tree Removal&nbsp;</p>
<p>Preservation of natural features and the feeling of openness are key characteristics of Hampton&nbsp;Park. Vegetation characteristics of lots must not be altered by removal, reduction, cutting, or any&nbsp;other means without the prior written approval of the ARB. The Hampton Park Homeowners’&nbsp;Association reserves the right to require replacement of any healthy trees removed without prior&nbsp;express approval of the ARB.&nbsp;</p>
<p>39.1. Approval is required for removal of any live tree whose trunk is over six inches in&nbsp;diameter when measured at a point two feet above the ground. No prior approval is&nbsp;required for removal of dead or diseased trees. Storm damaged trees may be removed&nbsp;or trimmed without prior approval only where they constitute a threat to life or property.&nbsp;</p>
<p>39.2. The stump of any tree located between the front plane of the house and the street shall&nbsp;be removed when a tree is removed.&nbsp;</p>
<p>39.3. On corner lots, the stump of a tree located between the side plane of the house and&nbsp;the street shall be removed when a tree is removed.&nbsp;</p>
<p>Proposals for tree removal must include the following:</p>
<p>1. A site plan with dimensions clearly indicating the locations of the trees to be removed.</p>
<p>2. A description of the general sizes and types of trees to be removed.</p>
<p>3. An explanation of the reason for the tree removal.&nbsp;</p>
